The Supreme Court refused to consider the PIL seeking implementation of specific guidelines to ensure the safety of the devotees who attended the Mahakumbh of Prayagraj. The court took cognizance of the statement of the Uttar Pradesh government that a petition has already been filed in the Allahabad High Court. The court described the incident as unfortunate and asked the petitioner to go to the High Court. In fact, 30 were killed and 60 others were injured in a stampede at Mahakumbh in Prayagraj on 29 January.

A bench of Chief Justice (CJI) Justice Sanjeev Khanna and Justice Sanjay Kumar heard the PIL of advocate Vishal Tiwari. The petition sought to prevent stampede events and protect the fundamental rights of equality and life under Article 21 of the Constitution. The apex court noted these arguments of senior advocate Mukul Rohatgi, appearing on behalf of the Uttar Pradesh government, that judicial inquiry has been started.
Center and all states were made parties
In the petition, the Center and all the states were demanded to work collectively to ensure safe environment for the devotees in Mahakumbh, making the Center and all the states party. The petition said that VIP movement should be limited in events like Mahakumbh and more and more space should be kept for the common man. Facilitation centers should be set up in Prayagraj to provide security related information to all states and help their respective residents in an emergency.
Demand for signage and announcement in many languages
The PIL also demanded signage and announcement in many languages to help the devotees easily reach the program. The petition said that SMS and WhatsApp messages should be used to tell the attendees about the security protocol.
